Why You Can't Use 2000 Data for Redistricting

I've been vaguely paying attention to the redistricting fight happening at the County Commission. Since I play with maps and the new 2010 census data came out, I figured showing the changes may be useful. Also, I support the 13 individual member districts. Maybe the County Commission can show the City Council that redistricting can be done right.
