It's Time To Do One Thing Right

The ongoing scandal at the Memphis Animal Shelter, horrific as it is, provides an opportunity to do substantial and easy reform to improve life in our city and reduce government expenses. Every year the Memphis Animal Shelter takes in 19,000 animals and has to euthanize 13,000 of them because they can not be adopted. This can not continue. Several years ago, the city council tried to pass a spay & neuter ordinance. The radical property rights people who opposed the ordinance were able to put up such a ruckus that the proposed ordinance never made it out of committee. Well, times have changed. Memphis can enter the late 20th century by passing a spay & neuter ordinance now. This scandal has shined a light on an embarrassing aspect of our city. This isn't a difficult or expensive reform. We might even save some money by not having to kill 13,000 animals a year or do periodic criminal investigations for other ones our city government starves.
After this, maybe our city can move onto treating our homeless a little more humanely as well.

Sadly, any such ordinance will only work if it is enforced. Since Animal Services is so underfunded, it's hard to see how they will enforce it.
Also, it could lead to even more corruption. Illegal dog breeding and fighting is big business in this town. The gangs and criminals that lead the fighting rings can obviously afford to pay off the poorly paid animal enforcement officers.
In short, a spay/neuter ordinance will only work if all of city government and the general public support it and are willing to put their tax dollars on the line to enforce it. Sadly, I don't see that happening in this town.
